3Novices:India agrees to phase down HFC, seeks more time

Reversing its long opposition, India has made a formal proposal to amend the Montreal Protocol to bring phasing down of climate-damaging refrigerant hydrofluorocarbon (HFC), which is used in air-conditioners, refrigerators and insulating foam, under its ambit.
